Enrollment Suspended in Federal High-Risk Pool

February 25, 2013 - States that administer the federal Pre-Existing Condition Insurance Plan (PCIP), including Virginia and the District of Columbia, will no longer accept new applications for enrollment. State-based PCIPs, such as the federal component of the Maryland Health Insurance Plan (MHIP) that is administered by CareFirst will continue to accept new enrollees through March 2, 2013. Individuals already in the plan will not lose coverage.

The PCIP is a stop-gap measure the federal government designed to help people with pre-existing health conditions to purchase health insurance coverage until Jan. 1, 2014, when health insurers must sell insurance coverage to all applicants, regardless of pre-existing medical conditions.

The suspension will help ensure that funds are available through 2013 to continuously cover people currently enrolled. Beginning October 1, 2013, all Americans – regardless of their health status or pre-existing conditions – will be able to apply for coverage in new Insurance Exchanges that are being established.
